David Scribner - Mandate Legal Eagle
Since 1997, David has had the unique opportunity to serve school districts, county offices of education, and charter schools from different perspectives – experience that is invaluable to you. David was the first law clerk ever hired by the Commission on State Mandates. Then, as staff counsel for the Commission on State Mandates David had the opportunity to review, research, analyze, and present to the Commission over 20 test claims. In addition, David was intimately involved with the decision-making process on over 80 other test claims, decisions, parameters and guidelines, statewide cost estimates, and incorrect reduction claims while working for the Commission. David also provided mandates-related training to various state agencies.
For three years, David was employed by the Sacramento law firm Spector, Middleton, Young & Minney, LLP representing school districts and charter schools on mandates issues and a variety of other school related issues. In addition, David served as General Counsel to Mandated Cost Systems. While in private practice, David aided in the drafting and filing of a dozen test claims with the Commission on State Mandates including the High School Exit Examination and School Accountability Report Cards II test claims.
In 2004, David established the Scribner Consulting Group, Inc. to continue the hands on, client-centered approach Mandate Cost Systems provided its clients. After the last eleven years practicing law in the mandates field, David provides you a decided advantage – experience on “both sides of the fence.” This experience, as both working with the decision-maker and claimants, provides David the expertise and perspective no one else has. David, a native of Seattle, Washington, earned his B.A. in Social Science and M.A. in Government from California State University Sacramento and his Juris Doctor and Governmental Affairs Certificate from McGeorge School of Law in Sacramento.
